Concord Neighborhood Development Plan

The Concord Community Development Corporation, with underwriting assistance from The Indianapolis Foundation, commissioned this study as a means to create a set of related strategic initiatives for neighborhood revitalization.

Concord CDC has been very successful in the areas of housing rehabilitation, youth assistance, and neighborhood-based social and educational services. The Concord Neighborhood Center is a vital focal point of the community offering a variety of educational, recreational and social services to all ages. Core residential neighborhoods are stable, often anchored by strong institution, such as Sacred Heart Church.

There are however areas of concern that will benefit from the comprehensive overview that this study represents. Pockets of commercial stagnation underline the lack of nearby convenience retail, and services and present an appearance of decline. Inadequacy of public transportation to retail and services is a concern because many residents of this modest income area lack personal transportation. Peripheral neighborhoods are impacted by zoning constraints against residential re-investment and unbuffered non-residential uses.

A livable community provides access to goods, services, and employment; accessible open space as a relief to urban density; and an attractive environment that encourages maintenance and reinvestment in its fabric. This report outlines a strategy to achieve these objectives for the Concord community.
